victoly
paint thinner, mineral spirits, goof off are good places to start. When complete, make sure you give it a good wipe with isopropyl alchohol or you may have trouble getting the new paint to bind to the surface. I like to rough it up a bit as well with some fine grit sandpaper.
ClarkiiCircus
Like the exterior as like water inside the tank will not touch the newly painted exterior? If the tank is glass and the black paint is oil-based, any weak solvent (mineral spirits/ acetone) on a rag should take it right off...Let in set in the sun and wind for a few hours to remove the smell. wesreyn
It won't scrape with a razor blade? That's what I've always used with good success.

Timfish
Is it possible to slide a piece of thin black acrylic behind the rock work? I had to to that once. I needed to split it into two pieces but was able to hide it with the rockwork.
