Scrap the water in the tank. Starting out I would probably just buy premix from the LFS and take some time to research which directin you want to go with salts (which brand, do you want to use an RODI unit, etc.)Take everything out of the tank and give it a good rinse. You can put the LR in right away. There are a ton of opinions on substrate, but just about everything will work with caveats (too fine and it blows around, too course and there are some animals that won't thrive). PC lights will be OK for most simple corals (zoas, toadstools, etc), but you may have some difficulty with an anemone. PCs also tend to put out a pretty good amount of heat for light, so you may want to consider a lighting change if you're going to get more serious about corals/anemones. I removed the bioballs in my BC29, they just trap too much crud and aren't easy to clean.

In a nutshell, he was told by an ORA rep that the dragonet breeding program had essentially been shelved due to the lack of support from aquarium hobbyists. How would a clogged peristaltic be any different with one supplement than another? Low alk is low alk via salifert or via whatever supplement jestep uses.

Nothing else caused it. A swing of 4 is almost assuredly the cause. Sometimes you can mitigate the damage by fragging the tips, like you said.

Keep it in the fridge, and make sure the container it's in isn't exposed to air (i.e., fill the container all the way up). Lab standards call alk to be tested within 14 days if you preserve by keeping it just above freezing. Fridge should be OK for a few days. for Glad you figured it out. Same thing happened to me, i got lazy and my alk dipped as my tank needs went up.

Polyp extension is fine on all of them. It's extremely slow. I originally thought these just weren't encrusting well, but after a few weeks it looks like it is slowly progressing.
