I think this is very unlikely. CFB fans are exceptionally diligent when it comes to stuff like this, and because both of the entities in question are state institutions, would be subject to FOIA requests. In short, it would have come out by now.
In addition, Texas had no pull with the bowl selection this year. A&M was originally slated for the Cap One Bowl, until the SEC intervened and placed the SECCG runner-up in the higher ranked Cap One. In addition, NIU bumped OU out of a BCS bowl game via the Boise State rule. Consequently, OU fell to the cotton bowl. Again in short, the collusion necessary to keep UT/A&M from happening would have been historic (influencing 100's of voters to place NIU in top 16 to dump OU out of the BCS bowl AND convincing the SEC to put UGA in the Cap One bowl over A&M).
